Canada has opened an investigation into the alleged dumping of imports of oil country tubular goods (OCTG) by five countries: Korea, the Philippines, Turkey, Mexico, and the United States.
The Canada Border Services Agency (CBSA) initiated the case after a complaint was filed last month by Evraz NA Canada and Welded Tube of Canada.
The agency’s investigation will determine whether OCTG imports are being dumped and/or subsidized. It will issue a preliminary determination by Nov. 10. Provisional duties may be imposed on that date.
This OCTG investigation encompasses carbon or alloy, welded or seamless casing, tubing, and green tubes with outside diameters ranging from 2.375 inches to 13.375 inches. Excluded are drill pipe, pup joints, unattached couplings, coupling stock, and stainless tubes.
CBSA additionally noted that seamless casing, tubing, or green tubes originating in the US and exported or produced by Tenaris SA or any of its affiliates are also excluded from the investigation.
