Commerce sets initial duties in graphite electrode subsidy case

The US Commerce Department has preliminarily assigned significant countervailing duties (CVDs) in the trade case investigating imports of large-diameter graphite electrodes from China and India.

The agency made an initial determination that countervailable subsidies are being provided to Chinese and Indian producers and exporters of large OD graphite electrodes. The period of investigation is the 2025 calendar year.

China received a hefty initial subsidy rate – 103.49% for Dantan New Materials Co. and Shanxi Juxian Graphite Material Co. specifically, as well as for all others.

Meanwhile, India received lower preliminary subsidy rates. Graphite India Ltd. received an initial rate of 3.68%, HEG Ltd. received 6.99%, and all others received 5.87%.

Commerce also decided to align the CVD and anti-dumping portions of this trade case. It will therefore issue final AD/CVDs no later than Dec. 7.
