    US investigates alleged circumvention of coated steel imports

    The US Department of Commerce has launched two trade investigations to determine if certain corrosion-resistant (CORE) steel imports are being transshipped through Indonesia to avoid paying anti-dumping and countervailing duties (AD/CVDs).

    The country-wide circumvention inquiries follow requests from Nucor Corp. and Steel Dynamics Inc., according to filings in the Federal Register.

    Commerce will determine whether CORE steel products completed in Indonesia using Vietnamese cold-rolled steel are circumventing the AD and CVD on CORE from Vietnam.

    It will do the same for CORE completed in Indonesia using hot-rolled and CR steel from China to see if duties on Chinese CORE are being circumvented.

    The agency intends to issue preliminary circumvention determinations by Aug. 24.

    The Commerce Department has previously ruled in favor of domestic steelmakers in similar cases targeting coated products produced in Vietnam from substrate melted in China, Taiwan, and South Korea.
