    US wire rod producers seek subsidy probe into Algerian imports

    A coalition of US wire rod producers has filed a petition seeking countervailing duties on carbon and alloy steel wire rod from Algeria.

    The petition, submitted April 6, alleges Algerian producers benefit from a wide array of government subsidies that distort US market conditions.

    Petitioners include Charter Steel, Commercial Metals Co., Liberty Steel USA, Nucor, and Optimus Steel.

    The filing argues that Algeria’s investment law, tax exemptions, discounted energy, and other state-backed programs provide countervailable benefits. It also alleges Chinese state entities are supplying transnational subsidies to Algerian mills.

    Because Algeria is not a WTO member, the case proceeds without any International Trade Commission injury test. This leaves the Commerce Department to determine subsidy levels and impose duties if warranted.
